Parallel wiring the led's maintains the same voltage draw for all three led's (3.05), but will draw 3x the current....if you run each at 700ma, you will be pulling 2100ma from the battery to properly drive those led's. Put your two 18650 cells in parallel too, and you'll double the run time.
