It's probably just fluorescent acrylic. I have a clip board made of that.

The shroud on the black saber is made from a piece of aluminum tubing I ordered from onlinemetals.com. I did the cutting with a dremel and then polished it.
As for the glowing acrylic of the stands, they seem to pick up the other light in the room and definitely have a 'glow' to them. Its pretty sweet
