If the shroud has a curve to it, and it looks like this one does, dremel all the way.
Beforehand, take your tube and wrap a piece of paper around it. Tape along the outer seam to make a hollow paper tube that will just fit over the sinktube.
Slide it off and fold it down flat.
Using a pair of scissors, cut a long curve across it and then unfold to see how it looks, trim until it flows right, then slide over your sinktube and trace around the edge with a sharpie.
This way you at least know that it will be symmetrical. Cut and grind down any bumps. I recommend med-heavy grit polishing wheels for the dremel for this. It will make some dust, so mask up anless you want to be coughin. But that goes for most dremel work.
