    Actually I was thinking a real simple design - without a switch. You would turn it on by plugging in the battery. I was also thinking permenantly affixed blade with silicone or epoxy sealing the top and bottom.

    One real easy idea would be to use a maglite flashlight. I know those things are water proof from swimming in rivers with them. I know there are a lot of people out there make saber from maglites. Just figure a way to seal the blade completely and you could have whatever lighting you wanted, be EL of LED. The switch is waterproof, no weak spot there.
