Yes, that pvc part is called a tail piece. Try inserting into a regular MHS section - it should fit dang-near perfectly!I've used them a lot and they're perfect for making internal structures, sound board sleds, resonators... just about anything that you need a secure fit for. Good stuff!

aside from not know what it was all for on some of the weird pieces, and tim cleaning out his desktop/junk drawer into one of them... still no clue why I got a scapbooking punch... yea its all great, most of it I couldnt even find a scratch or dent on it and threads were great, others mainly had dirty or knicked threads that were fixed with a little filefu

What size was the punch? If it was between 1/2" to 7/8" it may have been for cutting color disks out of Lee filters. I'm going to be looking to get one of those myself.
