You'll have to wait for Tim to respond.. but Id say YES.. as it take materials for each color. (powder)..
Yes clear is a seperate charge as it is applied like any other color.
I dont do many 2 tone parts as its a real pain. The only thing I would tackle on something like a ribbed section is to do the grooves black (or another dark color) and do a see thru color like psycho lime over the whole section as it wont change the color of the black giving the part a 2 tone look.
