Well, considering Kinchar is only 11 or 12, I'd say, no.
Though I would think you'd have to be 18, or whatever legal age is in the UK, because in the States, I believe they want people of legal, and voting, age. If this was a door-to-door petition signing, I'm sure they wouldn't have let him sign, since he's a kid.
