I'm not the builder, so take this for what it is.

Chirrut Imwe is the closet we've seen to a force wielder in R1, but Wookiepedia says he's not force sensitive. So going with what we know to be canon today, the only force wielders involved in the Rebel Alliance would be Ahsoka Tano, Kanan Jarus, Ezra Bridger, or Luke.

Perhaps it is a preview of Episode X where a padawan makes a saber out of scavenged parts, which include a part from an an old Rebel Alliance power converter?
