Are you sure it's a dynaohm resistor and not a buck puck? Buck pucks are intended for the mains. Both are made by LuxDrive. If it is the dynaohm I would not hook it to an accent because it's not functioning.

Here is the link to the spec sheet for the color rebels. I have personally never tried driving one below 200 mA, but by the specs they should not even light with under 100 mA. I would be interested in how much brighter you get them with the right resistors.
Well, a 20mA accent LED can look blindingly bright all on its own, but it won't light a saber blade very well. You shouldn't look directly at a properly driven Rebel or Cree without protective eyewear.
