you could stick your sink tube on a section of dowel of your inner diameter thickness use tape if necessary and then pull out your pipe cutter

Simple answer is yes. You could use a parting off tool to trim off your sections. Personally though I hate parting off tools at the best of times and with the thin material of a sink tube im sure it would be a pain to do.
Personally when I make these types of rings I use my chop saw and a stop to rough cut them to just above the required length. I then stick them on the lathe and trim the facing sides on both ends to the required finished length. Its quite quick to do and also easy.

How about real copper tubing. Would it roll as bad with a pipe cutter?
