In my opinion...the regular blue is the "brighter" or "lighter" of the two. It seems to have a naturally lighter color, while putting off more light. However, the Royal Blue is a far richer color, but appears to me to be slightly more "dim".
It's all about your preference man. A good depiction would be to look at a blue lightsaber in one of the movies. The regular blue is closer to the core of a blue lightsaber. Whereas a royal blue is closer to the outside, darker edge.

No, I don't mean that you didn't do your homework. I'm just surprised that I got something right finally for a change. I usually mess things up and make mistakes on monumental levels.

Heh, nice. But silentbob don't let any others influence you. Just look at the properties of each one. IMO if you want a brighter and more white core you should go with royal blue. But with regualar blue you might get a more baby blue like core.
There is no such thing as a white core... so that's off.
