One thing people often forget is to rough up surfaces to be joined. This can make a huge difference.

    Default JB Weld

JB Weld works really well on other materials that are not metal. I've used it on rubber to metal and plastic to rubber. PVC cement might work, but there are two kinds: pvc-to-pvc and pvc-to-abs. The abs version has a primer with it.
Also, don't use rubbing alcohol to clean surfaces as this prevents epoxy adhesion.
    Good Luck!

Screwed up, the pvc version has the primer, not the abs.

try a mechanical bond first ie: screws or even drill holes for pins. then try a chemical bond. two always better than 1
