Yes, people do paint their hilts. Try searing for "painting".

There are primers made for aluminum, I used one by tremclad that works great. If you use a primer make sure it dries fully so that it doesn't react, unless you want that.It seems to me that enamels are the main paint being used otherwise powdercoating is quite popular.
There's a link below my sign to my saber Mantis which has some details on the paint method. Also if you have a really good look through the gallery you'll pick up clues and tips, which is all I had to work from aside from my painting background.

Personally i do 3 coats of paint (preferably paint for metal if its on metal, rustoleum rocks on metal), and then 2 coats of clear-coat.

I use Valspar Plastic Spray Paint for my PVC hilts. Its very tough and looks great with a clear coat over it.
Some people use an epoxy type of paint on their metal hilts and actually bake it.
