A chassis’ purpose is to hold your components securely to prevent damage, prevent shorts, ensure proper operation, facilitate good wire management, etc. A cardboard tube would provide none of this.

You need to find the specs of the led so that you can identify the forward voltage of the diodes. Then using that info, the battery voltage and ohms law you can determine your required resistance....
