I resolved the issue with the battery pack, wired up my saber and tested the boot up and ignition without issue. I needed to remove some excess wiring to fit everything into the hilt and noticed one...
I think it was a combination of both the PCB and a bad cell. I built a new pack and tested everything ok when I conneted to my charger, as well as powering on the board and LED set up.
