OK, so the short answer to the question of "how did you do the fluting" is... I used a table router.
A better question is... how did I run a smooth PVC tube along a table router, perfectly...
So basically like a lathe for the PVC tube, powered by the drill, and gripped from the inside of the tube instead of in a chuck like a typical lathe? That's a pretty sharp idea.
