Simply way would be to look at the specs for the wire you're using, looking at its electrical chars (conductance, capacitance, impedance) and doing the integration to find max length to hit 4Hz.

I was running it off a bench at roughly 12V, but no more than 12.5V.

In actuality, the Inverter sold by Strydur doesn't run at 4kHz. I ran it on an oscope and it actually runs at closer to 10kHz.
