An Igniter with a tru color board would be able to give you the effect. It has a feature call dual mode. You twist it and it shifts into a secondary color. If you set both the primary and secondary colors to the Random setting you would get a different color everytime. You can also put the swings register settings really high and the dual phase twist motion very low so it would change colors while you swing it.
