does the el lightsaber with blade have the power up and power down feature and what does the inverter do?

Hi,

No. It goes On and Off.

The inverter converts DC Voltage from a battery - usually 9 to 18 volts - and converts it to a High Frequncy Alternating Current.
Example 12 volts DC becomes 250 volts 4Khz AC with a very low amperage (I feel deja vu, must be a glitch in the Matrix).

I'm just guessing at the voltage output of Tim's inverters.

AC current is required to excite the Electroluminescent coating on the wire.

Lightsaber Warning Label: "CAUTION: Do NOT attempt to sharpen blade."
