I use a chop saw but it is not clean..as in it works great for non built blades as I can blow out all the particales. To cleanly cut a blade you can use a tubing cutter available at most hardware stores.
Fix your sig image please.
If you have access to a bandsaw, I imagine that would work very well.

I use a compound miter saw with a carbide tip 60 tooth blade. It works great for both aluminum and Polycarb. I cut all plastics with it, including polycarb rod to make my blade tips. All cuts are clean and neat.

I use a ratcheting cutter for PVC pipe on mine if they are built.

what does built and non built blades mean? does it mean finished/glued tips? or something else?

Built to me means any blade that has a tip affixed, whether the film is in or not.
It is much harder to get debris out of a built blade.
Others will say that a blade is not "built" until the film is installed. But when I mean using the cutter to cut "built" blades, I am referring to using a low-debris method of cutting them. Much as Strydur recommended with a pipe cutter. I just use the ratcheting style.
