Would carbon fiber rods take the 400 degree heat requirement? If so, could a carbon fiber rod be powder coated with a glowing paint?

Randall, you will need a recommendation from a current member to join JSSDC. Once you really get into building sabers and have posted a few, ask someone with the ad in his/her SIG for a recommendation.
