Looks like a section of painted PVC to me, but not really sure about that...

I used an aluminium part that was custom made for me by the brother of a friend of mine.

I got them on eBay. They're 17" Tall Men's Prada Riding Boots. Yep, the Jedi wears Prada. ;-) I believe I paid $180 plus shipping for them, which was a fantastic deal.
