Other buck pucks have a maximum and minimum rating, how high of a voltage can this one take? Is it only 3.7?

Maximum voltage input appears to be 4.5v. I wouldn't use anything other than a single li-ion cell to power this.

Yes it is. It should be compatible with any of the single LED stars. It's not going to run multiple LEDs at the same time properly.

That's what I thought . Then I seem to be having an issue with it powering a red cree. The polarity seems to be marked wrong on the led. Is that common?

Incorrectly marked polarity is not common except for a specific RGB LED star sold elsewhere online.
It's always possible one got made up incorrectly.
