What happens when the saber runs out of battery or has low power?Does it beep or become dimmer or what?

That would depend on your setup. With most of the Plecter boards, you'll start getting erratic behavior like extra swing sounds and random shutdowns. With a BuckPuck, the saber will be fine until it suddenly turns off. With a simple resistor-based stunt setup, it'll dim more and more, then suddenly turn off.
