I'm using a luxeon rebel star(blue) which needs 3.4 volts and a 18650 3.7 li ion battery at 2800mah.

I'm hoping you mean 700mA. 700 amps would incinerate your wires, to say nothing of your LED :)

Rebel blues can be run safely at 1000mA (or 1 amp), see here for how to calculate a resistor: http://forums.thecustomsabershop.com/showthread.php?17109-Tutorial-FJK-s-quot-Down-and-Dirty-quot-guide-to-Ohm-s-Law

You could also use a 1000mA or 700mA buckpuck, but that will need a minimum of 5v from your power source.

I highly recommend that you read up on Ohm's Law and watch/read a lot of tutorials before you create any more threads. The questions you're asking are quite silly and have been answered in many many other places.

Sorry, I'm really bad with electronics.

Its ok. Everyone has their own speed at which they learn. The suggestion to take your time and read is a sound suggestion. You have been getting some terms and concepts mixed up, so time spent researching and learning will be time well spent. Good luck.
