can i use the above charger with the battery? will this charge to 7.4 volts? or will 3000mAh be too much for the PC2 board and the LEDS?

No, That charger is for a different type of battery. You need one like this:

Be sure you get a Li-Ion charger. If the charger is only for NiMH or NiCd, then it won't work. Some smart chargers support multiple types, but it MUST support Li-Ion or you risk blowing the batteries up. Explosively.

mAh is a measure of capacity. The higher it is, the more power the battery can store. Think of it like a fuel tank. Bigger fuel tanks run longer without needing to refuel. You can use as high of a mAh battery pack in a saber as you like.

The 3000mAh has to do with how long the battery will last. With this one you could run 1000 milliamps for 3 hours, or 1500 milliamps for 2 hours. So, it wont be too much for the PC2.

However, concerning the charging, I'm no expert, but the charger I have has a switch so you can set it to 3.6V, 7.2V, 10.8V and 14.4V.
So, my guess would be that you need to charge it at slightly less then the batteries voltage, just judging from how this charger works.
So, if you're making a 7.4v pack, you should be able to use the charger you have linked, NOOO, this is wrong, i didnt realize it was a Ni-MH/Ni-Cd charge you had. DO NOT USE THAT, as mentioned by others above but if you are using the single 3.7v cell, it sounds like that could be dangerous using that charge.

Could you order one of these (http://www.thecustomsabershop.com/Li-ion-Chargers-C86.aspx)? Or can they not be shipped to your location?

Saber on.
