does the Adjustable LED driver have the ramp up/down effect or is it just the constant current one that can do it?

it is just a driver, no effects by itself. It does have a pwm input tho.

i meant to say if i were to add the adjustable led driver to my lightsaber would the blade have the ramp up/down effect when i turn it on or is it just with the more expensive driver?

No, it has no special effects at all, so no ramp up/down effect. All it does is regulate the current for your led.
