sound card question

ok so what card can be used with a 6-14 5mm led segmented string to produce a extend retract effect? without going completely broke (PS anyone wanna fish a pc out of the river LOL)

that would probably be the new hasbro ultimate-FX, though nobody has posted anything about trying to upgrade the string in one yet. I may be doing one by the end of the year.
