p4 kit runs 32 and change with the buckpuck, you can do a pvc hilt for around 10 or a sink tube for around 20

Do you want sound or is that optional?

Sound would be nice, but its not necessary.

Cheapest (good) sound option right now is to (pardon the pun) cannibalize one of the 2010 Hasbro electronic lightsaber boards for about $20. Throw in batteries (which you would have to do anyway) for <$5.
You can even use the speaker that comes with the new Hasbros - they will even fit into the TCSS speaker holder.

The 2010 'DVD' Obi saber board is a great bargain...using it with the TCSS speaker does sound better and louder though.

my suggestion is to search here (or on FX-Sabers.com) for Jay-Gonn's earlier builds..

that used a bit of MHS (like bladeholders, and led kits..etc) and sink tubes.

He's pretty much the 'champ' of high level sink tube hybrids..they are VERY visually appealingmost of the time...and costs are usually very low if you follow his parts list..

I think you will get some great ideas.. it really depends on how much you can do yourself..vs have done FOR you..

Seoul P4 Kit $16.96
1.25 sink tube blade holder $20.49
1.25 inch sink tube $5.97
8-32 x 1/4" Socket head screw $.20 (for retension screw)
Extra Wire and heatshrink $1.05
1" Thin walled Trans white PolyC $7.99
Blade tip $3.50

$56.16

Add about ten bucks for shipping and thats your budget. These instructions should help http://forums.thecustomsabershop.com/showthread.php?t=2547

You could save some money with a pvc hilt. I believe there is a thread on those. In which case you could drop the blade holder (because the inner diameter of the pvc is 1") but you would need a different heatsink option. You'll need a smaller battery pack that will fit in there. If you go 3 volts you may not even need a resistor for blue, green, or whites. See this thread for pvc hilts http://forums.thecustomsabershop.com/showthread.php?t=3266
